There’s always WWOOFing and HelpExing if you want to experience what local life is like, though you do have to work. ;) Also, WikiTravel is a good resource for finding free things.
In general, all city parks and public buildings will be free to sit in and/or look at. Here’s my list of things worth seeing that I’ve sniffed out in Japan - I’ll add other countries in new replies.

Auckland- you can get a ferry to Devonport which is about $15.00 but then you can walk around the city for free which is a lovely historical walk.
Wellington as already mentioned has the Parliament building to walk around and the Te Papa museum.
Tongariro Crossing is free.
Christ Church has a huge park and museum to go to and the plaza area has lots of street entertainers to sit and watch.
