There’s always WWOOFing and HelpExing if you want to experience what local life is like, though you do have to work. ;) Also, WikiTravel is a good resource for finding free things.

In general, all city parks and public buildings will be free to sit in and/or look at. Here’s my list of things worth seeing that I’ve sniffed out in Japan - I’ll add other countries in new replies.

Hiroshima

City Manga Library (free)
Miyajima (free, but you have to travel there)
Peace Memorial Museum (¥50, which is next to nothing)

Kyoto

Arashiyama bamboo forest (free)
Fushimi Inari Taisha (free)
Yasaka-jinja (free)

Sendai

Matsushima (free, but you have to travel there)

Tokyo

Imperial Palace tours (free)
Meguro Parasitological Museum (free, donations appreciated)
Meiji Jingū (free)
Sensōji (free)
Tsukiji Fish Market (free, but check beforehand as it opens and closes to tourists at random)
Yoyogi-kōen (free)

Auckland- you can get a ferry to Devonport which is about $15.00 but then you can walk around the city for free which is a lovely historical walk.

Wellington as already mentioned has the Parliament building to walk around and the Te Papa museum.

Tongariro Crossing is free.

Christ Church has a huge park and museum to go to and the plaza area has lots of street entertainers to sit and watch.
