Inter rail passes - are they worth it?

Are inter rail passes worth it?

I am going with a friend and we plan to mainly play it by ear. See who we meet out there and see what we feel like doing.

We are planning to go mid July and want to travel mainly around Eastern Europe.

I hear the best thing is to not both with inter rail passes because of all the surcharges.

Is this true?

Also where are the best places to go? I had in mind to start in Berlin, then travel to Prague, Vienna, Budapest, Bucharest, Istanbul. Is this feasible?
